
Few have been as deeply ingrained in the world of regulatory research, policy, and strategy as Cary Coglianese. The current director of the Penn Program on Regulation has specialized in regulation and regulatory approaches for years, with a focus on assessing alternative regulatory strategies and regulatory policy making. He is also the founder of The Regulatory Review, one of the web’s most comprehensive publications on regulatory news, analysis, and opinion, as well as erulemaking.org, a website dedicated to technological and institutional issues related to rulemaking.
As the author of ‘Listening, Learning, and Leading: A Framework for Regulatory Excellence’ (2015), he provided a general model of regulatory excellence that could be adapted by regulators across sectors to reflect their unique work and challenges.
